You may be wise to both start a new thread on pepipoo for help with this. It is possible that one or both of you can get the bailiffs called off completely if you get your OOT accepted; the Council will then probably refuse and then I think you fill in another form...and the case can be re-set back to NtO stage in some cases. That would then mean you are back to almost square one and pepipoo can then help you appeal and (hopefully) get off said PCN like most people who go there do!
But I am not an expert on this procedure so post on pepipoo here today once you have registered and got a clearance email to post (it's free advice on PCNs):

Shelia rang me this afternoon, after I went to my MP's office, which is ironic as thats the reason we got the ticket in the 1st place (meeting with our MP) they sorted for me filled in te7 and te9
Bailiff holding off thankfully, if no joy with appeals will take to local court and appeal again.
MP wrote lovely letter to Jacobs as the bailiff was also VERY rude to her on the phone
