Holiday tenant issued with ticket

I have a holiday let in Falmouth, to which I let out all year to people who want to rent from me on a weekly basis, with the advantage of a singular parking space. The residents committee have employed ARMTRAC to patrol for people who don't display or have a permit in the car windscreen. Last week someone who rented lost the permit & ARMTRAC jumped on them for £80, which I have told them not to pay, as effectively, seeing as it is my apartment, I gave them permission? Am I within my rights & have ARMPIT, sorry ARMTRAC got any leeway to take this further through the courts?

Why on earth have you not objected to the daft scheme and distanced yourself from it? You didn't have to accept the permit scheme and in your situation you are setting your holidaymakers up for a fall every single time. What happens when each family first arrives, they are all going to get a ticket in the first few minutes after arrival surely! And what happens if holidaymakers arrive and someone else is parked in your space, they are going to pick up tickets left right and centre. This is going to be a huge headache for you and you need to remove yourself from the scheme asap.
First step would be have a look at your lease. What does it say about your RIGHT to the parking space? Quite possibly you have an unequivocal right to park there any car which you want to be parked there.
If you can find some useful parts in your lease, copy them out and send a letter to the Residents' association telling them you do not recognise Armtrac as having any authority on your land (parking space) and will ignore any fake PCNs issued on cars parked in your spot. Tell them (if it's clear from your lease) that the Residents' Assoc have no right to impose a scheme on ANY resident when it comes to your own allocated spaces so they need to get rid of Armtrac asap.
And as far as the holidaymakers who have got that fake PCN are concerned, please email them the link to the parking board here:
http://forums.moneysavingexpert.com/forumdisplay.php?f=163
...and tell them to click on 'PPC letters, what to expect' and 'welcome, please read before posting' (both permanent sticky threads at the top). They MUST watch the Watchdog paper aeroplane link that is on that second sticky thread I mentioned and they absolutely MUST NOT PAY. Tell them in no uncertain words that private fake PCNs are a well-known scam and they will find all the info they need to ignore the scammers on those threads. Armtrac would not win in Court over this and they rarely try - in your situation they would have absolutely no hope if you can find the info in your lease to prove the car parking space is yours to use and enjoy 'peaceful enjoyment' of your land.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Armtrac are working for you through the residents committee simply tell them to cancel the invoice!! I think your customers are going to have a rough time in the future with these vultures, a much better idea would have been one of these!0
