Charging for a receipt from a corner shop??

When I worked in retail, around 15 years ago, receipt or bag were deemed proof of purchase by the company I worked for.0

AFAIK there's no VAT on newspapers..

But there is on other items. This is a corner shop, not specifically a newsagent. (Even then, newsagents sell much more than newspapers).
