cross border car hire

Flying into nice in a few weeks and am planning to travel over the border into italy to visit portofino and then back to france for a few days.
Are all hire cars covered for this?

It's a case of reading the small print before you book so you are covered.

Most car hire companies will allow it but
a) you usually must declare it in advance (just in case they have GPS trackers in their cars)
b) you may have to pay a higher fee/insurance

So, in in doubt, ask.

And even if they don't have a tracker, you would be equally in trouble should you have an accident or trigger a speed camera.

Just ask them: people take cars across borders all the time. But there may well be extra charges to pay.
