I would move. Sounds like she's your stereotypical benefits scrounger and will probably never work a single day in her life. She'll live it up at taxpayers' expense and your neighbourhood is only going to get worse.
This is the problem with benefits and greedy landlords - the landlords don't care who they rent their properties to as they just stuff their pockets with money provided by taxpayers. And the tenants don't care as they get something for nothing, courtesy of taxpayers.
People like her ought to be with their parents or in a hostel, 10 to a room with a couple of slices of bread per day and a glass of water.

Her older sister went guarantor for her but the sister stayed a month when she first moved in then moved out. The landlord knows full well about the baby and apparently the landlord, when I last complained via this way put her on her final warning. The baby is never there when there is a "party" happening. I have spoken to the girl and dropped several hints but nothing is having an effect. Its as if, when she has a drink, she turns into a selfish little monster and normally I wouldn't bother but lack of sleep really affects my health and I had this trouble before with bad neighbours and contacted the anti social dept of the council and they were to be honest a waste of time....0

People of this age placed in private rents are usually placed there by Social Services and will have a Social Worker,and will do anything in their power to stop them being evicted. And underage drinkers can be reported to your Community police it is still a offence even if it is inside a property, I know because I have reported kids for this. I am sorry to say your life will be hell as long as she is there.0

At 16, to be getting housing benefit, chances are that social services is already involved and placed her there. Not every disablility is visible, what about mental illness? At that age I would certainly say she is under the car of social services and they have found the flat for her, she is 16 years old, in her own place, every teenagers dream! Her friends are no doubt taking advantage of the situation and using her and her flat for their parties.
I would talk to her about it, even though you have dropped hints, maybe the direct approach may be better as she might be useless at taking hints, you never know, it might scare her into stopping if she thinks there is a chance the flat will be taken away from her. Even if she partied once a month or so and let you know when it was going to happen would be better than not expecting it.
Children over the age of 5 are legaly allowed to drink alcohol in the privacy of their own home, BUT the kids that go to her flat and drink are not in their own home so maybe ringing the police and getting the place raided when a party is going on would stop it0 -
In a hostel. Rent should NEVER be paid to private landlords if it's funded by taxpayers.
