Thames Water query...

So I live in a flat which used to be part of a 2 floor flat over a shop. The property has different addresses:
(1) 30a
(2) 30a 1st floor & 30a 2nd floor
(3) 30a & 30b
The ll & la see our flat as 30b, gas + electric + council tax see it as 30a 2nd floor flat. The thing is Thames Water see the property as just 30a or they used to.
When I moved in in Feb 11 I set-up an account with TW online, I got an email back to say they only had 30a on their record and I needed to answer some questions. I answered all that I could answer (I had no clue about the other flat), I heard nothing even after I contacted them a few times.
So I set-up an account again and this time they said 'we now have 30a 2nd floor flat on our records' (or along those lines) but they asked me the same questions so I just answered them again. This time they replied asking for my ll's details so I gave them the details.
Anyways 2 debt collection letters have arrive recently address to sir/madam 30a. These are on behave of TW and talk about legal action, the amount looks like 2 yrs worth of bills or 1 yr with big add ons.
TW are also sending someone letter (possibily bills) but I don't know it this person is the new guy downstairs or one of the three that used to live in our flat.
I can prove when I moved it but the DCA don't have a name so I doubt they can actually do anything.
What will TW now do? I haven't heard from them or the ll since I replied to their last email on 14th September.

Update: it's been forwards to the accounts manager.
Forgot to mention before but we have no stop tap that is situated within the shop below us.0
