Parking fine in Llydl Shop car park

My mum has just received a parking fine for parking in Llydl shop car park. Apparently she stayed 12 minutes over the 1 1/2 hrs you are allowed.
She is disabled and this is worrying her should she pay it. If she pays now it is £45 if not after 14 days it goes up to £90.

if she is disabled does she not have a blue badge to entitl her to stay there? (im not up to date on these things sorry)
if it is worrying her so much i would pay the fine at the cheaper and send a letter of appeal at the same time and see what they say. surely if she was shopping in there though she shouldnt have to pay

I am 100% certain that some people will be along soon to tell you that mum should simply ignore, ignore, and ignore. Do not appeal. DO not contact. Reuse all communications as toilet paper. Etc.
P.S. I've never head of 'Llydl'. Is it the Welsh version of 'Lidl'?0 -
There are lots of advice threads on here as it is not a fine so you are advised to ignore it. But if you are a worrier you have to be prepared to receive ever more threatenening letters for about 6 months & then the debt collecting agency will ring you at home so it`s not a pleasant experience.0

DO NOT pay anything,
Ignore and immediately destroy correspondence
If they phone you, refuse to talk to them
The fine is not enforcable under law and they are trying it on.
You Will recieve more letters, including official sounding ones that threaten court action. Ignore them all.
Search this forum for 'parking Fines' and you will find more information and advice on what to expect.
Be strong and don't give in to bully's , above all, don't worry, not paying is not a problem although the company concerned will try to make it appear so.0 -

Yes we do know for definite that this is a scam fake PCN and she must not pay it. It's a shame you rushed to give the wrong advice, the truth is you should never pay a bogus 'ticket' from a private parking comapny ('PPC' to us on this forum). You should read the links below to learn about this scam as almost everyone - including careful, law-abiding drivers - can get a fake parking ticket sooner or later, the scam is RIFE.
@twofootlizzy, I think you mean Lidl? We have several threads about complaining to them for letting a scam PPC operate their protection racket with fake tickets in their car parks. Read up on a few threads, even if not about Lidl they are relevant to you if they are about ANY PPC:

You need to read the top thread first, 'PPC letters, what to expect' and explain to your Mum that this whole thing is a mail scam and that the registered keeper of the car (her?) will receive some scary debt collector letters! She must ignore them, I know it goes against the grain for the older generation but she MUST ignore the whole scam even if the letters appear to have come from a solicitor (they have not). She must not contact them nor think there is an appeals process (they lie just to get information).
Just check out that top thread, see what letters the parking company send out (was it Parking Eye?). If it was, they seem to chop and change their debt collectors a bit at the moment so don't be surprised if your Mum gets a slightly different 'empty threat chain of letters' than we show in our top thread.
Also make sure you click on 'Welcome, please read before posting' (hahahaha, the irony of having to link that thread almost every time!). Read the info about PPCs there and click on the Watchdog link. twofootlizzy, you absolutely must sit your Mum down and show her that Watchdog link in full, we think seeing what the solicitor says he would do if ever his mum got such a scam ticket will convince you both that we are right.
Finally, Lidl have in fact broken the Equality Act (which now incorporates the DDA). See this BBC report which explains that restricing disabled shoppers to the same time as other shoppers is a disability legislation breach:

Once you understand that this is a scam and are happy that Mum isn't going to panic and pay, just ask her to keep safe and pass to you each threatogram from debt collectors. When you have one or two of them, send a copy of them and a copy of the BBC news article with a strong complaint to that Lidl Store Manager and/or their Head Office. Use words like 'breach of the DDA (now Equality Act) and breach of the Protection from Harassment Act by their parking agents', refer them to the BBC article and ask what on earth Lidl is doing about this law-breaking and harassment of their paying customers?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello everybody!
Just had one of those joke parking fine letters from Athena ANPR Ltd for being 17 mins over the supposed limit of 1 1/2 hours in a Lidl store car park in Norfolk.
Photo shows the vehicle and it's reg No. but you can't see who is driving. Doesn't even show if anyone got in/out or went into the store!
Anyway...Called up the 0844 No. and spoke to a female operative. Refused to pay, stating the many reasons expressed in this and other forums.
The car is a Motorbility vehicle for a very disabled person who uses a wheelchair.
She said, "I need the details and medical confirmation of the persons disability so that I can pass them on." Refused this demand and refused to pay again or to respond to any of their communications, no matter how serious they got.
Surprisingly she stated what I alredy knew, "Motorbility vehicle users can park anywhere in U.K for as long as you need."
She agreed with me that it was unfair and basically hinted that she was made to do this as it was her job and it couldn't be enforced because of the DDA.
So Never, Ever, Ever pay these scammers a single penny. Only pay if it's from the Police, Local Authority or TFL; even then check out the facts and the small print!
