Driver and not Keeper responsible

The general advice in the forum is that if you are not the driver then the keeper cannot be fined for parking incorrectly.

However I just read this:
"The BPA is now lobbying parliament to extend this, making the keeper of the car liable for any penalties for parking on private land or in privately owned carparks.."

Sorry but once again the forum moderator will not permit me to post the link to this item in The Telegraph June 2011.

    Assuming you're talking solely about private parking tickets, then the PPC would have a hard job "fining" anybody :D

    Council tickets on the other hand, as well as those issued in conjunction with Railway Byelaws, already make the owner/keeper liable.

    It may give them an option of pursuing the keeper if they don't name the driver. It wont however take away the argument that it is a penalty or a disproportionate charge for loss!

    Yes, it's in the draft of the Freedoms Bill.

    At the moment it's a dogs dinner and doesn't satisfactorily state what the keeper would be responsible for, and under what circumstances this 'responsibility' would apply.
