'Rural broadband could get cheaper' Has anyone else seen this?

This was posted this morning on the BBC newsbeat website.
Its says that ofcom is forcing BT to drop its wholesale prices by 12% each year untill 2014!!!!
So thats the cost it charges ISPs like Sky, TalkTalk and O2 to use there network. The move is effective from today.
I pay sky a stupid amount of nearly £20 a month (not including line rental) for very shocking broadband (sky connect).
When should the above ISP's drop there prices for customers?

Why are you on Sky Connect, you are correct it is awful, are their no LLU operators on your exchange, or more competative ISPs.

sky connect is the cheapest provider i can get in my area, its so shocking paying that much for internet that is rubbish. Using my iphone to go onto the internet (wihout 3g) is quicker!!
I just wondered about the price reduction, still going to ask when ring sky0 -
BT Broadband + Evening and weekend calls is £14/month + line rental from £10/month.
