Best Broadband options

Ive been searching for broadband for my new home and unsure whats the best really. Where we live providers seem to provide an excess on top of things so a 7 pond a month becomes a 17 pound a month (not including line rental). This appears to be best prices we can get for decent download GB.
Also we have recently moved into this property I was informed by a friend that i might have no choice but to go with BT line rental in first year but not sure if this is the case?

Not sure of your exact circumstances but with regards to who is best, I can offer a little bit of background info for you...
All internet service providers that use a BT phone line (usually everyone with the exception of Virgin Media) will purchase their broadband service from BT Wholesale and then pass on that service to you. This means that a BT failure will result in an internet fault from your perspective.
From here, the different internet service providers (ISPs) can only make matters worse. If their own internal systems or communication fail then, again, you'll notice an internet fault. This isn't to say that BT are faultless because they are not. The people that deal with the BT phone lines are not the same people that deal with the BT Broadband and often cannot have access to the same information as they are separate businesses under the BT umbrella.
So, best advice I can give you is to find an ISP with a good level of customer service. This is THE most important aspect in my opinion. Transfer speeds tend to be better with these companies, too.
I can't recommend any in particular but I have heard good things about Plus Net - not had any dealings with them myself though.
If you have the option, I'd be tempted to go for Virgin Media as it's one company and one point of contact.
Just my 2p's worth!

What are the LLU options, if any, on your exchange?-samknows will tell you.
No you do not have to go with BT, you can take your line rental from any provider you choose. Even if there are no LLU suppliers on your exchange there are still dozens of suppliers reselling the BT Wholesale product, usually better and cheaper. No free lunch, and no free laptop
