As far as I am aware you can get a budgeting loan
http://www.direct.gov.uk/Bfsl1/BenefitsAndFinancialSupport/BenefitsAndFinancialSupportArticles/fs/en?CONTENT_ID=10018905&chk=F8dKGO
but not much else in the form of non repayable grants.
When I was in your position I had to get help from family and friends to redecorate my newly allocated HA house
Freecycle can also be useful for bits and bobs

Are their any church or charities in your area that help with secondhand furniture/carpets?0 -
You may be able to apply for a community care grant
http://www.direct.gov.uk/Bfsl1/BenefitsAndFinancialSupport/BenefitsAndFinancialSupportArticles/fs/en?CONTENT_ID=10018921&chk=4pDuKa
You can apply for a Community Care Grant if you are either:
already getting Income Support, income-based Jobseeker's Allowance, Pension Credit, or payment on account for one of these benefits
likely to start getting one of these benefits within the next six weeks because you’re moving out of care
and any one of the following applies:
you're moving out of residential or institutional care to live independently
you're moving to a new home which will be more suitable for you following an unsettled period in your life and are being resettled by an organisation like a local council or voluntary organisation
you need help to stay in your home and not go into residential care or hospital
you need help because you or your family face exceptional pressure, such as family breakdown or because one of you has a long-term illness
you look after someone who is ill or disabled, or has been released from custody on temporary licence
you need help with expenses such as visiting someone who is ill, or to attend a relative's funeral:j Baby boy Number 2, arrived 12th April 2009!:j0 -
Our house was painted in what we now lovingly call 'housing association yellow' but had nothing apart from that. We had to buy all the flooring ourselves and it all came to about £900 in the end to do the whole house. We got no help at all.Total 'Failed Business' Debt £29,043

When I moved into an empty house I got roll ends from carpet stores. I have done a couple of bedrooms with carpet tiles which I bought as and when I could afford them. They are a couple of quid each so you can cover a basic area first then fill the room bit by bit. Also you can add different colours for effect and remove them when they have stains.Torgwen..........

When I moved into my HA house in 2001, I was just signing the TA when I mentioned I was off to B&Q to buy some paint to decorate. The housing officer at the time told me I could have some vouchers from them to buy decorating items with.
She went out back and returned with a kind of credit for £100 to spend at B&Q but only on decorating materials.
It's certainly worth asking them to see if your's offer the same!0 -
