Problems turning off water... Might've broken the stop valve?

Good evening!

I have a problem with my washing machine, the tap that connects to washing machine inlet hose leaks... Quite badly. I decided to fix this problem by buying a new tap.

So today I tried to shut off the water to my apartment by using the stop valve. It was very hard to move but I managed to give it a good twist and it started to turn, I thought it would be as simple as that, but no matter how far I twist it (clockwise) the water doesn't shut off. When I twist the opposite direction, it doesn't seem to tighten up like it did before… Could I have broken it?

Any help would be appreciated!
