Yes, TV aerial leads use co-ax connectors, so if the laptop port for TV in is really a "phono" socket. Double check your laptop instructions on this.
BUT
Does the phono socket have a yellow centre?
I'm being cautious because yellow phono sockets are usually for "video in/out"
signals which are very different to the signal from an aerial.
I've just removed the coax adaptor from my PC TV card "TV" in and the
plug at the other end (which plugs into the "tuner" module) looks very much like a phono one but it is a slightly smaller diameter and does not fit a true phono socket, so looking at the original photo again, I believe the top picture is a coax to "small phono like" plug.
The outside diameter of the true phono female socket is just over 8mm
The outside diameter of the smaller "phono like" female socket is just over 6mm but I don't know what the real name of one of these sockets is...
