Agreed, but OP MUST get proof in writing because of the situation she is in.
That is best in writing from Transco after they inspect the "very unusual" installation. The proof must hold up if necessary in court.
I'm convinced in this situation, a final written letter to Powergen and getting Energywatch involved is the safest way forward.
I'd add, it's probably best for OP to copy her Landlord and the upstairs flat owner as well, so they are aware of what is happening.
If it did end up in Court, OP would be seen to have made all reasonable efforts to get all parties involved prior to such action. There may also be a case for some compensation to OP (lost interest on meney, stress, time taken to resolve etc).0 -
Some progress since last Friday:
I phoned up a local orgnisation trying to find out what the law requires a landlord to do in such case. The most update feedback is that 'landlord is obliged to provide two separate gas meters for two separate flats'. That means, in my situation, it is not acceptable if my landlord only provides one gas meter for upstair flat and the other one for the whole house but I haven't got my own one. They also suggested that I go to see a case worker of the local housing department. So I am going to find something in writing about by law what a landlord can do and cannot do.
When I get some advice from the case worker, I will start to put something in writing for Powergen and Energy Watch and also contact Transco for an proper inspection.

No point in doing any of that until you have firmly established that the second meter is really fed by the first.0
