:( Just had an email from paypal

"We have completed our investigation. Unfortunately, we are unable toreimburse you for this bank reversal."

My paypal account is showing as minus now but according to by current account funds haven't been taken from there.
I had a huge row on the phone to a supervisor who said that although their website states 180 days there is no limit on a time frame for banks to claim money back and as I can't prove postage/tracking number they have reimbursed her!? I am in shock a) how/why would I keep proof after 2 years (I am a hoarder but not that badly!) b) she left me positive feedback- if she didn't receive the item why wait 2 years to open a dispute??
If I don't use paypal again what will happen- can they send debt collectors round or anything?
My Mum says I should go to the small claims court or CAB but I am not sure if they can help? The only solution Paypal has is for me to "contact the buyer" I told them I tried with the email address I had from our previous correspondence but funnily enough it was coming straight back to me now so it's either closed or full!?

I don't know what to do!?

    Hi
This is very strange, I have been a seller and buyer on Ebay for 8 years and I don't think I have ever come across this, looking at Ebay's policy for item's not received, it says,
' A case has to be submitted within 45 days from the date of payment'
so I do not understand how your buyer could open a dispute, you need to call Ebay and request the contact information of your buyer and then I would ring them, and yes pay-pal can send this debt to their debt collecting unit and in doing so it will affect your credit rating and may result in court proceedings so you do need to try to get this sorted. Look through old emails to see if you can find the courier details as has been suggested.
Have you spoke with Ebay about this? and I think it may be a good idea to get some legal advice from a solicitor, most solicitors offer a free 30 minute advice clinic so you will need to ring around your area to see which one offers this service, if you do make sure you go armed with as much information as possible eg: any emails from pay-pal etc.
I hope you get it sorted out. :(

According to this chargebacks have to be filed within 120 days UK and 180 days international (although it does say there can be exceptions).

It is often mentioned on here that SD or signed for evidence should be kept for 6 months for this reason.

I would get back to Paypal and Ebay and refer them to their paperwork.

Had an email from my sister in law's sister who works for paypal- it turns out that basically paypal "loan" the money to pay the seller but in this case the buyer never paid and they couldn't claim the money back from them so they took if it from me! I still don't fully understand how they can do that after 2 years but basically I have been told that paypal want the money back so they'll get it from me rather than go without it! So the seller is not claiming that they didn't receive the item. (Even if they had and I'd kept the evidence for 6 months that wouldn't help me now as it was 2 years ago this month I sold it!) I also mentioned about the 180 days timeframe for the chargeback and paypal said that as it is a bank claiming the money back that timeframe doesn't count?!

I emailed the buyer but it came straight back, although I will try aain. I am tempted to use their name/address to get a phone number from directory enquiries and/or write to them about taking them to a small claims court but if it's a fraudster I doubt it's even the correct address or they'll still be there?!

I tried CAB today but there was a huge queue and I had to leave then tried ringing but it was busy. I am going away tomorrow for a week but will contact CAB when I return. I have also been advised to contact ebay as I should have been protected by paying through paypal and/or open a "fraudulent" case?

Now Soolin is back from holiday I am resurrecting this thread so she can comment. This situation seems to be at odds with the usual advice to hold on to CoPs for 6 months.

I phoned ebay and they have said they can't help as it's not their problem/dispute.
I called paypal when I got home Thursday & was told they would look into the issue and see if they could appeal on my behalf and reimburse me as a gesture of goodwill on this one occasion.
I visited CAB yesterday- they advised me to contact Consumer Direct (which I can't do until Monday now) and that I should follow the complaints procedure for paypal. I am worried about this debt going to a debt collection agency and then court? Also, how this will affect me with regards to having a debt on my credit record?
I rang paypal again today & was informed they are not able to do this. I asked how I go about appealing & they said as he case is now closed I can no longer do this?! I asked about their complaints procedure and was told I could find it on the paypal website- I have submitted a complaint but the sub topic box said "file a complaint against paypal (not a buyer/seller)" so I'm not sure if I have even sent it correctly?
