Full Planning Permission - Help!!!

If outline planning has been approved for a 2 bed dormer bungalow, can a 3 bed dormer be presented for approval with reserved matters?
Also, if there are conditions in the outline planning, such as no windows to the north elevation of a habitable room (kitchen) and these are also in the plans does this justify a new application?
Thirdly, if the outline of the dwelling moves one metre to the right on the reserved matters plans and the scale was approved in the outline, does this also justify a new application?

thanks, i've read all the policy, local plan etc... and have a few arguments - i'm just not sure on the planning approval side.
I can't afford a planning consultant. I lost my job and my house is all we have. They are now trying to build a house opposite which is completely out of character.0 -
The basic answer to your question is yes.
A full planning application can be submitted for a 10 bedroom mansion if they like. How the planners will look at it is another matter completly.0
