I do believe some people think that two things happen
1 - the loo empties
THEN
2 - the bowl refills from the cistern
There are an astounding number of people who don't know how a toilet works - or how the water stays in the bowl, either!Don't put it DOWN; put it AWAY"I would like more sisters, that the taking out of one, might not leave such stillness" Emily Dickinson

We have a bucket of water by the side of our toilet in the works warehouse as there is this kid called Tiny who does poos the size of babies which never go down so the bucket of water is our emergency flusher

Can't you just open the cistern lid and push the handle down?0

Can't you just open the cistern lid and push the handle down?
Some push button system (don't you just hate them...) pull up a lever to flush.
One of our units stopped working - flimsy plastic and we moved the lid and pulled the lever - and away you go. I would hate it even more with an over eager architect/designer bathroom design with a hidden cistern...
