Blocked drain?

Hey people
Today I noticed a bit of smell coming from the garden which smelt like a bloke drain upon inspect i found that under neath our decking there is a build up of water and it looks like its flooded underneath the decking which i guess one way or another it leads to the outside
however the street the drains seems to be all fine so me think that there is something from my end
the other day i got a letter from severn trent water advising of transfers of private drains
similar to this

So im i correct in understanding them that because of my scenario Severn trent would be able to come and fix it???????
i know before if it was in ur property then i would have to foot the bill and make my own arrangements
can anyone help please :cool:

You need to establish where the blockage is-work down from the nearest access hatch to the house towards the street until you find one that is clear. The blockage will be in the previous section (upstream).No free lunch, and no free laptop0
