I can assure you that only a very small minority of slogan comps don't get judged and those ones would be one off comps run p'haps ocasionally by a small company & judged in-house. Most of the national promotions are all taken care of by handling houses, and there are procedures which they have to follow to keep the right side of the Advertisers code & the gambling laws of this country.
If it was a case of someone just picking as you say the first decent one they come across then I'm afraid it wouldn't be the same names which appear regularly year in year out on winners lists. It would be just random winners across the board. Over 20+years of comping & winning regularly, but by no means in a big way compared to some, I've been a member of various groups, clubs and publications and know or know of many many regular winnersfrom slogans.
Free prize draws are exactly that, random lucky draws, same with web comps, but t/b's & skill comps are judged.

It took a month for my first win to arrive and they've been flowing in on and off since then. Only one was a 'skill' based one (it was one of those 'why do you want to win this?' ones) the rest have all been enter your details. I have taken to doing the odd tie breaker if it's online or something I really want to win for a postal comp - I've yet to see how I get on with those.0

I won within my first month. A few DVD's but then I only enter comps for things I actually really want to win. Can't be arsed with selling stuff0

It took me 7 weeks to win my first prize and they've been steadly rolling in since
Biggest wins so far in the 5 months I've been comping have been a £500 Dorothy Perkins shopping spree & a Sony PSP. It's defo been worth the 2 hours per night I spend entering comps. :j0 -

I've been lurking for ages, just entering on & off, though started more regularly in Feb. I try and keep up with the ones posted each day so I don't get too far behind but I don't stress that much about it if I miss some.
I won a runner-up prize of a Teenage Mutant Ninja Turtles Goody Bag in April and have had other small wins since then, though I keep hoping for a big one.
Total to date - £309.15
