British army south African passport refused visa please help

Lornz, if you are a British citizen and are married to your partner then they should not have been asking about salary and things: so long as you can prove that the person applying is legally married to a citizen of an EU country, and that the couple are travelling together, the visa cannot be refused. However, there have been many reports of Spanish officials failing to follow European law.0

I'm baffled by this. With a serving soldier holding an MOD90 is he not entitled under the Shengen agreement to cross all European Borders?0
