At what point do you give up on weeds and completely returf?

I've done all the weedkiller type stuff before and am constantly re-seeding. My problem is with constant weeds appearing though, so thats why I am thinking of re-turfing as opposed to going through the same routine every week/fortnight/month (pull out weeds, mow, reseed - pull out weeds, mow, reseed - pull out weeds, mow, reseed - etc etc etc). Time is money after all0 -

This could be the problem. Meadow grasses won't like being cut too short as it weakens them. If there is a lot of rubble then it will prevent the grass roots from growing properly so the lawn will be nutrient poor and will dry out quickly in summer. These both mean that the tougher weeds will out-compete the grass and weed seeds will germinate in the gaps in the grass.
A different grass may grow better in the conditions, you could try a drought tolerant brand of seed which might do better. But if the soil is too full of rubble it might be worth rethinking and digging it up and trying something else instead of always struggling with grass.0
