No EU261 £2 Levy on some Ryanair Flights

I have booked Ryanair stanstead/malaga in september £11.99+ £6 Check-in fee..total paid £17.99 and no eu261 levy....it seems all £11.99 flights incur no levy.
Political?....I dont do Political....well,not much!

The 'levy' is just an invention by Ryanair. It is not charged on the cheapest flights because Ryanair would have to include it in the headline price.0
