What this one?The Council is empowered to charge this entry fee under the Local Government (Miscellaneous Provisions) Act
Seems clear to me.. Ill link the act for you too

Since i have not yet heard back fro Barry Davies since his last reply 15 days ago. I have sent him a polite reminder. It seems they are struggling to answer a simple parking enquiry :cool:0
