Joking apart it would thin down the claims from the more frivolous and more people would either appeal (when the so called independent adjudication comes in) or tell them to get stuffed as the """Fine""" would get even bigger.

It could have been worded better but even in that state got through moderation. It still makes the point reasonably well I think.
