This is all hypothetical because PPCs and debt collectors never visit premises. It's not worth their while and expense to do home visits. Especially as it would be illegal and they would lose their Consumer Credit Licence. Even debt collectors are not that stupid.

Would anyone let someone take their property without seeing some sort of authority. In a bailiffs case a warrant?

As Trisontana says its hypothetical as even the lowest of debt collectors would not pose as a bailiff and claim goods!
