I think they are. As long as the electrical wires are away from a water source. Just getting the hob wet won't fry you!

Around here there is a large house that has several 'garages' but actually they are like granny flats and people live in them. They could not get PP for the flats but could the garages I think the garage doors must be bricked up behind them otherwise the draught would come in.
