Well if it includes the width of the black gate next to it, it's a developable plot. £250k is pretty good for something you could build a home on in London.
As a total land plot , if you could get permission, yes, but the black gate also has a "garage in constant use " sign as well so not clear if that is part of the deal offered or not as a separate garage..
This is however in the ultra trendy/expensive "Walthamstow Village" part of the borough where you will currently find very few houses with an asking price of less than 600k.0
