Massive water bill and possible leak

So all meters have a leak ?

And the water in your flats, ie the taps & toilet did they all shut off as you would expect? i.e. no water.
I don't understand this at all. Where are the meters? Inside your flats? How can all the meters still move with the water turned off. And all the meters should theoretically be on seperate pipe systems (unique to each flat).
None of this make any sense.

There are 4 metres with leaks on our floor and another one on a lower floor.
Also weve discovered one flat that has a water meter reading of 0001 after 2.5 years!! Obviosly someones meter is connected to that one somehow as the flats been occupied during this time.I love this site :beer:0 -

The metres are located in the riser on each floor. ie outside of the apartments. The thinking is that they have not been connected correctly.
I am waiting for copies of the full plans to see where all pipes in the building should be and what they should feed etc.
The whole building is a mess...arghhhhhhhhhh

The stopcocks to each flat are located underneath each flats meter.I love this site :beer:0
