VAT on Orange Mobiles

Orange is currently quoting online prices for a range of mobiles with "VAT included" in the price. My teenage daughter signed up about a month ago for a contract expecting to pay £25 per month. She was annoyed to find that the first monthly bill of £30 includes £5 VAT.
Does anyone know whether Orange have changed their pricing policy within the last month from "VAT excluded" to "VAT included"?

Grateful for any expert knowledge on this?

They have not changed any policy. All prices on the website include VAT excluding, probably, business tariffs/deals.

If your daughter signed up for £25 the bill has to be £25 providing that she canceled paper billing and didn't go over the monthly allowances.

The first bill is usually for more as it covers more than a month to get you inline with a billing cycle.

Check how long the bill covers ?

Also check she hasn't got any addons such as internet, blackberry, or so on.
