Firstly, sorry to hear everything you have gone through. I also fear you are worrying yourself without need here, especially at such an emotional time.
Just appeal the ticket with the facts as they are. My bet is that once they see the circumstances, they will cancel the tickets. As for the traffic officer who issued the ticket, it's usually a case of once you've started to issue a ticket, you cant go back, and he may have simply forgot what the police officer asked him.
Just sent a polite letter with each appeal, making sure you mention the family support officer, then sit back and relax. If (and, in my opinion it's a big IF) they refuse your appeal, then would be a perfect time to go to the local press, to name & shame the council. However, at the moment, at least give them the chance to do the decent thing.
