UK Car Hire Question

Hi,
I currently find myself renting cars in the UK quite often. I am always asked about the refuelling options - it is pretty usual that I will use a full tank of petrol.
As I am offered to buy a full tank at a reduced rate & return it empty this seems like a pretty good deal (or at least the best option) - but is it?
Also, I always rent from an Airport is this the right thing to do, or would it make sense to take a bus to another location?
Finally, if I do need to collect from one location and return to another, I know there will be a surcharge but where is the best site to compare this kind of rental. Most only seem to quote for returning to the same location.

Well, they give you the option to buy a tank of fuel - and return it empty.
They have a Chart on the desk which tells you the Average local fuel price & the price they sell you it at.
On the face of it looks a fair deal, at long as you use the full tank. But, I guess even though I try to return it totally empty that there is quite a bit left.
Am I doing the wrong thing here???0
