My neighbour once did that. My OH didn't see the note until he was on the motorway and it started raining. He nearly crashed the car due the obstruction of the paper.

So I left a note on my neighbour's car saying that windscreen wipers are a safety device, not a paperweight, and not to leave his litter on my car in future. My neighbour (not next door) is a bully and he didn't like it at all. He knocked on my door to try and confront me and was sent off with his tail between his legs.

Off topic, but how do you not notice a note on a windscreen!?

I have seen a few people driving down the motorway with a flyer flapping around their window. Amazing

quite easily if its tucked down at the bottom, you wouldnt notice until it is flapping around and then if you're on the motor way theres nowhere to pull over and remove it

Sure, if it is tucked in at the bottom it would be hard to see...... But that kinda defeats the object of putting a flyer on someones window (i.e to be seen) so very rarely happens

The best thing to do is find the owner of the van and explain your problem.

Or you could just get a few people round, pick up the van and move it over a bit so you can get through :p

Once you've got the van moved and cleared up the area, it might be worth sticking a notice on your garage door saying 'Access required please don't obstruct this door'. I can't see how people could object to that, most people wouldn't deliberately block you in if they know you're actually using it.

You've now got a brilliant excuse to knock on all of your neighbours properties and say hello, - it's always a good thing to be on friendly terms with your neighbours, this is your chance to introduce yourself.

If people continue blocking the garage, you could laminate some paper and put a friendly sign saying

"Garage now in use, please kindly do not block access. Many thanks".

I don't know how he missed it, but he did. It was tucked under the corner of the passenger side wiper - and folded up. So smeared across the screen when the wiper went on.

It is a dangerous practice to tamper with anyone's vehicle - particularly a windscreen wiper......as my neighbour now understands.

If the place where the van is parked is a public road, you could phone the council and get it towed.

Deliberately blocking someone in is a breach of the peace and they can be arrested for it.

The garage is accessible by an alleyway that backs onto our road and the road next to us. It is not owned by anybody at all.
I started out assuming you meant the alleyway. As others have said, it's either public highway (speak to the council Highways Dept - they'll tell you) or it's owned by a neighbour (download the neighbour's title deeds for £4 each and look!).

However, then I started to wonder if you mean the garage is not owned by anyone.......
On our title deeds it doesn't have an "owner" but is generally used and we have access to it.
. Still, same approach - check neighbours' title deeds....

I agree with others re the note too. Annoying! Friendly face to face is much better. Knock on doors, introduce yourself as new neighbour and then "by the way do you know who owns the.....?"
