Phone contracts

My father who is elderly is currently with O2 for his mobile,but a representative from unicom got in touch with him and said they had a better deal, after some heavy sales patter my father was confused and ask for the details to be posted to him so he could show them me for my thoughts. the details did arrive with a sim card included,the offer wasn't suitable for him so he told them he wasn't interested only to be told he had taken a verble contract with them and they were in touch with O2 to get the Puk code and transfere the number and should he wish to cancel the contract it would cost £150. Can they issue a verble contract and move his personal number without him realising charge him for not agreeing?
