Where can I buy excess insurance during the rental period?

I picked up the car yesterday from Budget in Dublin and they tried to charge me €21 a day insurance (or else there's an excess of €1200)... I declined, as I thought I'd be able to pick up excess insurance from somewhere - however, I can't seem to find anywhere online that will be able to cover me now, because the hire period has started...

Can anyone recommend somewhere that will offer this?

Think you have hit the nail on the head, would you insure someone against something that may have already happened?

In other words, you may have already damaged the car but havent told anyone yet
