I own a ex counsil flat that we brought from the prevoius owners, and we have put laminate flooring down. we maybe only leaseholders but we own the inside, you can do what ever you like in your own place. it has nothing to do with the counsil or the mortage company, he will be laughed at. That is the trouble with a down stairs flat perhaps he should have thought of that before he took the place. there are thousands of people living in flats and we all have to put up with noise, i,m sorry your but your son sound a bit childish and thinks he is something special, perhaps he should if he is disabled maybe a warden control flats where all old people live.

If the noise exceeds certain limits, then you can contact the council and get a noise abatement order. But that is only in extreme cases, and I suspect this is more of an irritation. Unfortunately some flats have poor noise insulation. Perhaps the best solution is a polite written note explaining that the banging is causing disturbance. If their English is poor, they might get it translated, or read to them by a friend/relative.Warning: This forum may contain nuts.0 -
If the council say you cannot have laminate flooring they would have to go into nearly all there tenants. I have looked on my neighbours contract being a council tenant and it does not state anywhere that laminate flooring is not allowed, and that is a london borough, i do not no what london borough person drinda spoke to but i think they were winding her up.0
