Neibours Laminate Flooring

Hi my son lives in a Ground floor disabled persons council flat. the people who used to lived above him had bought their flat from the council, laid laminte flooring and then sold the flat to a asian couple, now they are constantly hamering and drilling into their floor and it sounds dreadful downstairs in my son's flat. We have been told that when they clean the floor they throw a bucket of water down and mop it so of cause the laminate has blown and they are trying to nail and skrew it down to the concrete floor. My son is trying to put up with it but it really is bad and he had words with them soon after they moved in because they took his wheely bin even though it has his number painted on it, the down stairs has a larger green bin because it has a garden and upstairs has a much smaller one.
Any advice please.

    1. Take back the bin and padlock the lid shut.
    2. Tell the couple upstairs that the correct way to clean laminate is damp (not wet) mop and if they continue to carry-on as they are, he will do a Land Registry search to determine their mortgage providers with a view to writing a letter of complaint.
    3. If they choose to ignore him, wait until they are asleep then start hammering and banging.

    And does it matter if they are Asian?
    Eat vegetables and fear no creditors, rather than eat duck and hide.

    No Phill99 it does not matter if they are asian, but it is very hard to have a conversation with someone who hardly speaks english let alone tell them about the annoyance they are causing because they don't understand.
    My other son has gone to pick him up and bring him home for a few days that's about 30 miles each way just to give him a bit of rest from it.
    I have now been told that as the property is leasehold the council may do something about it, the person who told me works for a different London borough and they do not allow laminate floors in upstairs properties because of the noise.

  • It is annoying when neighbours do DIY, but similarly we all need to be noisy neighbours at one stage. I'm not sure, when, for how long, or how often they're making all this racket but they will live there a lot longer than their DIY will take and it's worth trying to keep a friendly attitude.

    If they're English is bad, perhaps take round a pot plant or something to welcome them, and a note - mentioning that you have heard some DIY late at night/early in the morning and that's bad because he works from home or something, and would they mind restricting hammering to the day time?

    I would pursue the council in the hope that they can get them to put carpet down.

    I lived in a groundfloor flat with laminate above, when they hoovered my 3 year old would stand and shake, it was like a plane taking off, they wore shoes in the house and we could hear every footstep, every chair scrape back, things dropped on the floor but the most annoying thing that we could hardly complain about.. they played a board game on the floor in the bedroom and the counters tapped my bedroom ceiling night after night..

    Once they have finished banging he will probably notice the everyday living noises which to be fair they can't help, so I would be insistent with the council from the off.

    How did you find out they throw water on the floor and then mop it up?
    Perhaps ask the person to have a word with them about noise if they have good contact with couple? I'm assuming this person does if he/she knows how the couple clean the floor!

    Why on earth would the mortgage company care (assuming they have a mortgage, they may have bought with cash for all we know). As long as they keep up their repayments and maintain the necessary insurance, the mortgage company won't care, and certainly will have no involvement on what they do in their house. A mortgage company is not the house-owners equivalent to a landlord...

    There may however be covenants in the deeds for the property that could prevent the installation of hardwood or laminate flooring. If there are, and there is no amicable resolution, then it would be a civil matter, unless the noise is at ungodly hours and falls under the remit of the local council's noise prevention officer. Your son should be able to involve the housing association managing his flat, as his landlord they should probably have some involvement in resolving this, or can at least offer advice and assistance.

    Im pretty sure most housing associations do not allow laminate flooring above ground floor for this very reason!

    I own a ex counsil flat that we brought from the prevoius owners, and we have put laminate flooring down. we maybe only leaseholders but we own the inside, you can do what ever you like in your own place. it has nothing to do with the counsil or the mortage company, he will be laughed at. That is the trouble with a down stairs flat perhaps he should have thought of that before he took the place. there are thousands of people living in flats and we all have to put up with noise, i,m sorry your but your son sound a bit childish and thinks he is something special, perhaps he should move.
