Premier Parking Solutions and general BPA/DVLA rant!

Hi all,
i'm new to posting, but not to reading these forums! Well done to the regular posters who are giving out some great advice about the ppc scambags! The driver of my car (not me!) had a parking charge planted on windscreen on 24/6/2011 in Exeter for over staying by an enormous 3 minutes! The cost for this is £100 reduced to £75 if paid within, you guessed it, 7 days... Received the follow up letter from Premier Parking Solutions this morning, details from DVLA etc... It didn't give the details of the charge beyond the date and my vehicle details i.e. time, nature of so-called contravention, location...pretty important details, especially as i'm the registered keeper and may not have been the driver and may be the first I've heard about it. Without this info being in the letter, how am I to know that they haven't just taken my car reg after seeing it somewhere and are now scamming me? (I know they are anyway!)
This would suggest that they've abused the agreement that exists between DVLA, BPA(joke) and ppc on at least two counts. Failing to give a grace period of 5 minutes before ticketing(though the ticket was issued at 6 minutes-semantics?!) and failing to provide details of parking charge in written correspondance. Thus, they shouldn't be BPA registered and therefore the DVLA shouldn't be giving out details of registered keeper.
Sorry, if this post is long winded, but the point i'm making, which has been made elsewhere, is that the BPA is merely there to make the whole process by which the ppcs operate appear legitimate. They don't enforce their code of conduct and there's no point complaining to them. They receive a subscription fee from ppcs!

I am obviously ignoring PPS's ridiculous charge and am perfectly happy to receive letter after letter from them or their various 'agents' asking for payment. In the incredibly unlikely event that i wind up in county court, it will interesting to see them justify £75, £100 or even £130(yes, it went up in this morning's letter!) for the driver of my car inconveniencing them to the tune of, at most 6 minutes! I've been told they charge about £1.00 an hour normally!!!

    You won't even the driver so no contract was formed, so just keep ignoring the PPC. How can they try and claim the landowner suffered damages of £100 for overstaying 3 minutes is amazing, if the landowner suffered any damages it would be 5% of the hourly pay & display rate, so a matter of mere pence.

    Was it the PPc that tries to bind, anyone with any interest in the vehicle by the driver parking there?, The unenforceable clause that would imply the finance company are liable if the car is leased or on HP?

    Just ignore the clowns and let them waste their paper ink and stamps, you could then infer THEY are guilty of Environmental Crime, for wasting so much paper, and carbon miles delivering the waste.

    I'm thinking of commencing litigation myself against the PPCs because of this soar itchy pain on the ringpiece. It is caused by the roughness of their toilet paper. They need to make it softer!!! :rotfl:

    I call mine 'gallipoli' because it's been through the wars and shot to pieces, all thanks to the abrasive nature of PPC demands:D.

    seriously though, the 'legitimacy' bestowed on the PPC's via m/ship of the BPA is part of the problem. PPC's just love to advertise that they're part of an important and officially-sounding organisation which - in truth - has no more standing than my local curry club.

    it needs disbanding. el pronto.

    The BPA! Sounds almost like DVLA, SIA (security) and DEFRA.

    They should go for a website: bpa.gov
  • Hi Desertlighthouse.... Your story is EXACTLY the same as mine having been given a ticket by Premier on Thursday...mine was for an overstay of 3 mins, and ticket issued within 6 mins... I'm really curiour to know what was the outcome of your story??

    Bardey he hasn't been here since that post last July , but he probably has taken the advice of ignore completely to heart , he would have been back if our advice hadn't worked. So please read the sticky threads on the top of the sub forum and educate yourself to this scam. And please don't worry or pay these shysters anything.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    On the very infrequent occasions that court proceedings are issued posters return here pretty smartish.

    PPS and their alter ego Valley Enforcement have been prowling the south-west for several years. they are both nominally based in Newton Abbot but I believe the address is a simple letter drop.

    The man behind PPS and Valley Enforcement, Barrie Douglass (who lives reasonably local to the suspect letter drop), is involved in a number of other companies, such as Riversoft Ltd and W.J Parking Ltd (who are actually in administration at the moment), and has been involved with even more over the years. These have all been in the personal fitness, security and laundry business.

    In the past Barrie has been associated with a William Ideson who just happens to have been a director of the now defunct Valley Enforcement Ltd. Mr Ideson's latest endeavour is Car Parking Management Ltd who claim to be based in Teignmouth. The fact that their web offering was designed by the same company as is behind that of PPS may just be coincidental of course.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
