Interesting views was really interested as to how the original poster had got on, where i was parked is actually owned by the harbour commissioner but contracted to mbc solutions. Maybe a well worded letter to them as the land owner and government agency would help?
It is probably a private ticket, but it doesn't mention any bye-laws on it does it?
Harbours can be enforced by bye-laws similar to railways and airports, but they are normally just private parasites!!0 -

I have a similar issue which happened 5 weeks ago. I placed my ticket on the dash as it was NOT one of those sticky type parking ticket. But when I got back with 30min left to time out I saw a parking fine which was from the City Council. I found that the parking ticket had moved between the dash and the front window screen. When I left the car it was on the dash and I left it there myself. Now whether the wind from the vent had caused it to move or the vibration from other cars, I do honestly not know. As I was near the city council building, my wife went there within 10 to 15minuts and appealed with giving a photocopy of the ticket to them. After 4 weeks I received a letter that they have rejected my appeal.
I rang the city council but they do not want to know and they are adamant that I have to pay. They say that I was fined for not displaying the ticket regardless of having a valid ticket. This made me so angry that regrettably I said a few things to them but my point to them was that they sold a ticket that was not fit for purpose. In order to save money and or deliberately fine drivers they refuse to use a sticky back ticket. The lady on the phone had a cheek to say that I was blind not see the terms and condition of parking that requires me to display which I said assume that I cannot read English? Anyhow she added that people were complaining about the Sticky Back tickets. I have never had a problem with sticky back ticket, have you? They stick a parking fine on the window screen so isn’t this a excuse?
This is what we call freedom for establishment to do what they want and there is no one to stop them. But freedom for us is just 4 Fs. F***ing Freedom with Fee and Fear.

If you have received a PCN because of your ticket "fluttering" you may like to read this and note the comments made by the Adjudicator allowing the appeal re the ticket not being adhesive !

Worth taking the appeal to tribunal ..you have nothing to lose as if you have to pay , you only pay the original penalty.
Not sure of the exact processes you need to go through to get it to tribunal ..worth registering and asking on

Yep, get help from pepipoo forums and you should win this one I hope. Here's the link to pepipoo and the right forum for Council tickets; you will need to register and start a new topic (not add to someone else's thread) and give the posters pics of both sides of your PCN and the rejection letter:

In the meantime (i.e. now) send a separate email to the Council, NOT mentioning the PCN but simply asking for a copy of the Parking Places Order relating to that place. Possibly even email in a completely different family name so they cannot confuse your request with your appeals and so they do not tie it up with you or a PCN at all, there's no need. They have to supply it either free or at very minimal cost to any interested person (do NOT mention Freedom of Information, just email in a different name simply asking for a PDF link of the Order, no need to give a reason). See the links below for more info on this, you may well need the Order to see if the alleged contravention of 'not displaying' is supported by the Order (or not!).
This is a 'fluttering ticket' case like the one Sirdan has linked and IMHO you 'should' be successful in the long term so do not despair. You could also read Pearly 11's thread which started on MSE here:

It tells you about fluttering tickets, gives you a link to the Chief Adjudicator's report from 2006 which is very relevant (read the part about fluttering tickets!) and shows how Pearly proceeded when trying to get the Traffic Order in her case, from an obstinate Council.
As I said, you have a very good chance of success here as you will see from the (still relevant) 2006 Chief Adjudicator's report about the issue.
