    The right to light is to an individual, so the previous owner might have had a right to light, but the new guy most likely won't.

    Have you checked with the Planning Dept. to see if the summerhouse has planning permission ?. If not, might be worth making them aware on what has been built.

    They have these windows so that they let light in to their rooms, but so that they can't see out and overlook you.

    Why would you deliberately want to deprive them of light?

    If the OP's garden is heavily overlooked then they might have problems selling anyway.

    OP I'd contact your planning department for guidance. You are not complaining to anyone yet, but would like to know more.
