Received item back over a month later - Royal Mail says "not called for"

I've just received back an item I posted by RM Standard Parcels on 20 June.
The red Royal Mail sticker has the box ticked again "We were unable to deliver this item because not called for". This is dated 18 July.
I am given to understand by reading postings on the internet that this is because it was returned to the delivery office (because no-one was in) and that no-one collected it from the delivery office.
The address sticker on the front has "NA 23/6" written on it at the side of the address, so I guess this was the date that they tried to deliver it.
So what should I do? Contact the buyer obviously, but what then? Can I charge to re-post it to him if he wants it?
If he doesn't, can I get a refund of eBay fees? And can I retain the P&P charge I made, but refund the value of the item?

Sometimes parcel companies, including RM and PF don't leave a card when they say they have. I did once have similar and my buyer had died.
Email/tel the buyer and let them know it was sent, has come back as uncalled for. They may offer to repay the postage but they may not.
Ebay/Paypal will need you to ensure the parcel is delivered (not just attempted) before they will defend you in a INR claim. So if the buyer wants a refund, you will have to refund in full. You cannot withhold postage, even though you will be out of pocket.
