A quick Google shows that the most common way is that dealers will have a friendly post office who'll tax it for them.

Which suggests that a "friendly" post office is required, as opposed to any post office.
Taxing a car isn't exactly being 'irresponsible'

Releasing a car without proof of insurance is though. Not only to the public at large, but to the employees of the dealership who stand to lose their jobs, if the business is forced to close, because the principal lost their insurance cover, was prosecuted by the DVLA for fraud, was removed from the dealer register at the DVLA and the manufacturer cancels the franchise, because the dealer deliberately lost their ability to trade. An extreme scenario I will agree, but not without precedence.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark
