Releasing a car without proof of insurance is though. Not only to the public at large, but to the employees of the dealership who stand to lose their jobs, if the business is forced to close, because the principal lost their insurance cover, was prosecuted by the DVLA for fraud, was removed from the dealer register at the DVLA and the manufacturer cancels the franchise, because the dealer deliberately lost their ability to trade.
