If Council don't follow the rules, why should he pay?
Because two wrongs don't make a right. Just because the CEO made a very small mistake, it doesn't alter the fact that the OP's father overstayed his parking time. Is the OP's father going to appeal on the basis that, although he admits being ten minutes late getting back to his car, it was only ten minutes and not twenty and the CEO put the wrong time down on the ticket, or is he going to lie his way out of it?
Most CEOs take photographs of the ticket in the window and that photograph is time stamped, so it is very possible that the council parking enforcement department already are aware of the mistake, but it still shows an overstay; so lying will be pointless.The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark0 -

Most council tickets are flawed and as I said, pepipoo get most people off these tickets. Now the councils must know these tickets are no right, due to the amount of people that get off, however probably do nothing about it, due to the amount of people that pay up without question.
And anyway I though this was a money saving site?
