That's because it is NOT required for domestic situations unless it is mounted on a pole.

If solar powered lights provided any useful light everyone would have them. How many do you see about. Answer none. I wonder why that is? Oh! I know, they're rubbish.

Some traffic signs have them, but they usually have a large solar panel on the top of the pole.

To get anything decent in solar panels your looking at much the same., How often would you be looking to use the lighting in the garage? is it too work in for hobbiies etc or is it just to put the car in and nip in and out for stuff stored?

For the mains supply is there none of the work you could do yourself like digging the trench etc (if thats how would be getting done) to get the price down

Sainsbury's have solar shed lights on offer at the moment for half price £7.49.
I have a good Ikea solar reading lamp and a lantern for going outside at night and they are adequate for what I need.
