Personally I would not let anyone do it if they are not gas safe registered let alone have a boiler installed not only are you risking your life, your property and those of people in properties close to you, you are leaving yourself wide open and the person doing it if not qualified let alone registered - I love my job but I hear daily of problems and worse caused by people trying to save a bob or two.

Your insurance company will also insist that the person doing it is suitably qualified and registered or they will not pay out. They may even have a list of people you can use.

I have a friend who is a plumber (not gas safe registered) who fitted a new boiler for me about 3 years ago. We were going to get some certificate but that didn’t transpire.

I want to sell this property.

    Thank you.
You will need a certifcate for the boiler when you come to sell.

There is no legal obligation to produce any certificate pertaining to the boiler or anything to do with gas; this is an urban myth.

AFAIK, if you employ someone to do work on a domestic gas installation, then they must be Gas Safe Registered - HSE Info

It is also against the law for anyone to do work on gas installations unless they are Gas Safe Registered. See Gas Safe Leaflet
