this is perhaps the weirdest request i've ever posted. i need to find a cheap-ish small flip/slide phone with camera that
a) can be easily unlocked and
b) will work in india with an indian sim.

any suggestions?

majority of tri-band phones work abroad in asia, if they are unlocked
u can get them unlocked over there as well.
just put a sim in it from over there.
nokias are usually best, but i know samsung and lg work just as well
    Nice to save.

Motorola V220 with all features you wanted...

Sold at £34 [including £10 airtime] from Argos...

Can unlock it for £5...works fine in India

There might many other phones on the market.
