Heating Oil - Hampshire

I'm new to this site so hope someone can help me!
I live in Hampshire and want to buy heating oil by the drum (I cannot afford a lump payment right now). I know in the long run this works out more expensive than buying as part of a syndicate or with a budget account, but having recently moved house both payment methods seem to require the first payment in full from a new household before the benefits of either budget account or syndicate usage kick in. The best I have found comes from WP Group in Southampton but they still require the first one off payment.
Does anyone know of a supplier in Hampshire who sells burning oil by the drum, please?

1. Knock on a neightbours door, and syphon off from his tank, pay him.
2. Drive to a depot and fill up a drum, pay depot.0 -
Not sure neighbours would appreciate me syphoning off from tank.... Asking for a cup of sugar is one thing but asking for oil quite another! Locating a depot which sells by the drum is why I posted in the first instance.
