The property has been vacant for 2 months and there's no dial tone.
That just means they have unplugged it in the exchange. You have a wall point. I doubt you really need to pay it. They'll find it and plug it back in without needing to visit your house. Push them further on that point to get it for free. Although they do have you in a corner if they are the only supplier. Keep pushing someone will give it to you for free.

But BT told me today that I can only have one "offer"; either first three months free or £120 line rental in advance - not both.
Load of rubbish...you can have both. Keep trying. The line rental is a different offer to the unlimited anytime calls for £4.70 a month deal. You can have both.

    Nonsense !!!

The only way you qualify for free connection is if the property has had a telephone service from BT in the recent past, the wiring and socket is undamaged and the line still has a dial tone.

2 months is recent past. I've been off BT before for 2 years and still got free reconnection. I was using neighbours Wi-fi till they moved out. And as I said it's down to the OP's negotiating skills against the "computer says no" answers. It can be done.

But the OP has said there is no dial tone which means the line is dead.;)

Can do better than that check out https://www.yourcalls.net
Approx £14 p/m line rental fee calls day and night to 01/02 numbers plus a golden destination which can be anything you require. Call rates are cheaper too where BT and many others catch you.

You can have any internet provider with this service except of course cable!
Whilst been with above have been on ADSL. ADSL2+(LLU) now on FTTC
