little or no broadband connection

please give advice.partner has vodafone mobile and dongle for internet,he has little or no access to internet, he cant get any signal most of the time,when he can after trying for hours he picks up his emails and may get 5 mins on the net if hes lucky.he has written to vodafone,they say his area is good for signal,so he took his laptop and dongle into shop they verified that dongle is fine but did put a note on his account to say he wasnt getting signal. I want him to cancel his direct debit and go elsewhere as i think they dont hold up there side of the contract that hes been paying for a year am i right?

You get a limited period in which to test mobile broadband dongles and return if they don't meet your needs. Once that time is up then you are governed by the contract which certainly doesn't offer any guarantee that you'll get a workable signal at some specific location.
He can leave early but there will be a penalty charge which may well be the same as continuing with the contract.
The best option is to try to position the dongle in the best position to get a signal. That may involve dangling it out of an upstairs window on a USB extension.

After a year you've no chance of voiding your contract on the basis of a poor signal I'm afraid. Have you moved location during the contract period?
Cancelling the DD will simply result in the debt being sold on to a DCA and your partner's credit record being trashed.No free lunch, and no free laptop
