Surely if the fag was dropped before they got in the car its got nothing at all to do with the RK.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Just as private parking is only a matter for the person who parked i.e. the driver , littering is only a matter for the person who allegedly dropped said litter.
Sadly this Council don't seem to get this ..if they were hassling me re litter they claim to KNOW someone else dropped I'd be considering a claim for harassment !0
