Can't run MS Install

Can't install or update most things at the moment because MS Install is disabled. I've re-installed it successfully but cannot get it to run. MSCONFIG shows it as "stopped" and nowehere can I find a means to start it again.

Go into services and re-start the service. Howto here:

Should be in auto anyway. You could have a virus/malware infection that is stopping the service. Scan with Malwarebytes.

It's not happening. I've tried everything. Something is stopping me installing or updating programs. I can get Installer running now but not MS Framework.net

Any ideas?

Scan with Malwarebytes.

Done it. Nothing found. Hitmanpro found low level tracking cookies, that's all.

Have you tried a System Restore to before you got the problem?

No. Not yet. Was hoping to resolve it and find out what the cause was.

The computer had a rootkit ages ago.
